La plupart des milliards de personnes qui n'ont toujours pas accès à l'électricité moderne ou qui cuisinent avec des combustibles polluants vivent dans des zones rurales d'Afrique subsaharienne ou d'Asie en développement. Le changement climatique constitue une menace majeure pour les petites exploitations agricoles pluviales et les écosystèmes dont dépendent la plupart de ces groupes pauvres et marginaux. L'intégration de l'accès à l'énergie dans les stratégies de décarbonisation peut soutenir la croissance d'économies locales résilientes et inclusives, alimenter d'autres services tels que la santé et l'éducation, et s'attaquer à des problèmes bien ancrés tels que l'inégalité entre les hommes et les femmes.

Most energy investment still goes to the centralised grid and to power generation, yet 87% of energy poor people live in rural areas, far from the grid. To connect them, targeted investments in grid extension are needed, along with much greater investment in distributed renewable energy (DRE) solutions for electricity as well as clean cooking. Current levels of investment are wholly inadequate to meet the need – particularly from governments and multilateral banks.
Selon l'organisation Sustainable Energy for All, les fonds actuellement engagés pour assurer l'accès à l'énergie dans le monde sont nettement inférieurs aux besoins et seulement 1% des fonds engagés pour l'accès à l'énergie ont été consacrés à l'ERD. Pour les communautés proches du réseau, l'augmentation de la puissance ne les connectera pas si les obstacles politiques, techniques et financiers ne sont pas surmontés. Il faut donc investir davantage pour rendre les nouvelles connexions abordables et mener davantage de recherches sur les combinaisons de financements publics et privés susceptibles de fournir un accès aux différents groupes, y compris les approches de financement pour fournir de l'énergie aux communautés les plus pauvres où les approches fondées sur le marché risquent de ne pas fonctionner.

As trusted intermediaries, civil society organizations are well placed to support ‘bottom-up’ planning, including building understanding among poor and marginal communities of new distributed energy services and products.
